XSLT 1.1: xsl:import syntax summary

The section describing xsl:import
(http://www.w3.org/TR/xslt11/#element-import) describes it as a top-level
element, but its syntax summary is missing a "Category" comment like the
syntax summary of xsl:import and the other top-level elements (and more
importantly, in the XML version of the WD the e:element-syntax element for
import needs an e:in-category child element).
