Issue(Unicode3.0-15-level-limit) in section 7.19.5, "unicode-bidi", of
WD-xsl-20000112 states:

   In Unicode 3.0, the Unicode Consortium has removed the 15-level
   limit on embedding.

The limit has been increased to 61, not removed (although it is not
expected that anyone will ever need 61 levels).  See Definition BD2 in
Unicode Technical Report (UTR) #9 at
<http://www.unicode.org/unicode/reports/tr9/#BD2>.
