Sorry for the noise, the stipulated implication of @xml:base is all pure nonsense and was rather coincidental.

My error was to use <p:viewport> to check the current element only instead of continuing the matching recursively through the children with p:xslt, this is why I missed the children's attributes and thought they had mysteriously matched somehow.
