Re: Use of xml:lang in XML Schema

Sorry. previous message was completely garbled.

My question is as follows:

Which is the correct usage of "xml:lang" in an XML schema?
 
a) <xs:import namespace="http://www.w3.org/XML/1998/namespace">

or 

b)   <xs:import namespace="http://www.w3.org/XML/1998/namespace"
schemaLocation="http://www.w3.org/2001/xml.xsd">

Option a) does not appear to work on xerces 2.5.0 while option b) does.
 
I would like to know if the issue is one of specification (i.e. option b)
is the only one guaranteed to work a conformant XML parser) or
implementation (i.e. option a) is correct but Xerces
does not conform to the XML spec in this respect).
