Must the content of SchemaLocation be a resorvable URL?

Being the "xsi:schemaLocation" a hint for the parser regarding the phisycal location of the schema - 
can it contiain schema name (no full path) which is not pointing to its actual location? Is it legal according to the XML Schema specification (I couldn't find anything for or against the idea)?
