What are you basing that on? The definition of xs:anyType at:

  http://www.w3.org/TR/xmlschema-1/#section-Built-in-Complex-Type-Definition

indicates that the {content type} of xs:anyType is a pair consisting
of mixed and a sequence of a repeating wildcard with an 'any'
namespace constraint.
