Your schema is correct, as far as I can tell, and MSXML4 correctly
states that both:

> <change>
>   <do>
>    </do>
> </change>

and:

> <change>
>   <do>
>     <boguselement/>
>   </do>
>  </change>

are errors. I suspect that whatever validator you're using is buggy.
