This is not a violation.

Subject: Duplicate ID's and includes or imports

Should ID conflict detection be checked across included or
imported schema files?

For example, if a.xsd includes b.xsd and there is an ID aType in
both a.xsd and b.xsd, is this considered a violation or not?

Thx,

-Stanley
