xs:datetime are hours and minutes optional or not?

Hi,

In the description of the lexical space of xs:datetime it is said that 
"The fractional seconds part is optional; other parts of the lexical 
form are not optional" but also that "If the time zone is included, both 
hours and minutes must be present".

Are there situations when hours, minutes (and seconds) are optional or not?
