He's probably referring to
http://www.w3.org/2001/03/XMLSchema/TypeLibrary.xsd. It's just a schema of
reusable complex type definitions. This is also the "type library" I was
referring to in an earlier post of mine (and which is also referenced by the
schema spec itself: http://www.w3.org/TR/xmlschema-1/).
