In the case of simple type definitions, you've uncovered a bug -- the
{annotation} property of simple type definitions should be
{annotations}, and it should collect all the subordinate annotations,
in the way already specified for complex type definitions.

It's too late to fix this before REC, it will have to be an erratum.
