Use absolute URIs for action parameter in examples

XOP [1] illustrates the use of the action parameter with the value
"ProcessData", yet SOAP 1.2 Adjuncts [2] says the value must be an
absolute URI.  I believe XOP should be corrected to use a value such as
"http://example.org/ProcessData".
