SOAP 1.2 Recommendation issue

Mark, you commented on the SOAP 1.2 Recommendation and your comment was
recorded by the XMLP WG as issue 2 (see
http://www.w3.org/2000/xp/Group/xmlp-rec-issues.html#x2). The XMLP WG has
decided to change "viability" to "liability" in Parts 1 and 2 per your
suggestion. We trust this change address your concerns, if not please
contact the WG asap.
