The issue raised in the message "Multiple env:NotUnderstood in Primer PR" [1] was considered by the XMLP WG as PR issue 433 [2]. The WG resolved this issue by accepting the proposed change from 'would' to 'could' in the text of the Primer. As the originator of the issue, I'm satisfied with this resolution.
