Resolution of SOAP v1.2 CR Issue 410

Hello Susan:
The XMLP WG discussed your comment [1] made against the SOAP v1.2
specifications at a recent teleconference and came to the conclusion
that it was necessary to retain the SOAP specification in 3 parts.
Therefore, the primer will not be eliminated and its examples not moved
to Parts 1 and 2.

Please let the WG know if you are not satisfied with this decision.
