The XML Protocol WG has decided to resolve issue 205 [1] in the following
manner:
1. with regard Fragment-Identifiers in the text of the SOAP 1.2
specification, include a reference to RFC-3023 [2]
2. with regards XML-Base in the text of the SOAP 1.2 specification, state
that SOAP 1.2 uses XML Base and include a reference to the W3C XML Base
Recommendation [3]
Please inform the Working Group if this resolution is not satisfactory.
