Issue 129 closed: no examples in first subsection of Encoding section

 Hello all. 8-)
 The WG has decided to close the issue 129 because while the
first subsection of the Encoding section doesn't still have any 
examples, it's been considerably shortened by resolutions to 
other issues, therefore we feel that the examples present in the 
following subsections are adequate and sufficient.
