Looks fine, close it.  One nit:  there is some question about the 
capitalization of 'may' and 'NEED NOT'  in the proposed resolution.

The XMLP WG has decided to close issue #190 with the resolution
at [1]. Specifically, the WG feels this issue has already been
addressed by the resolution of issue #183 [2].

Please let us know asap if you do not agree with this resolution.
