The first sentence of section 1 claims that:
>Uniform Resource Identifiers (URI) provide a simple and
>extensible means for identifying a resource.

This could be read as suggesting that all URIs identify a single resource....

I can't find anything in Section 1 that defines 1:1 or N:1.
