Hmmm...  these are both protocol-specific documents, rather than documents 
about URIs in general.  That said, much of the current usage of URIs 
derives from HTTP (and the definition of entities, I think), so RFC 2616 is 
probably a reasonable citation there.

I'm not so sure why MHTML/RFC 2557 is relevant here.
