Question: 

   How does one transition from 1.0 to 1.1 ?

Answer:
   
   Put xml:namespace and xml:base declarations into the
   into the <?xml version="1.1" xmlns:prefix="some:uri" ?>
   block...  and deprechiate the use of attributes for
   same functionality.  Then, people can use XML 1.0 
   namespaces in parallel to the new XML 1.1 namespaces; 
   making for a nice transition...
