Unfortunately we can't require folks to use xml:base in their documents, so
we can still have documents with no defined base address.  And even if we
could require a base address, it still doesn't advance the discussion of
whether absolutizing relative namespace references is in fact useful
behavior.

XMLBase definitely gets involved in the various scenarios. But I don't
think it changes the debate significantly.
