Expanded xmlns: and xml:

How to represent expanded attribute names (ExpANames) of
xmlns:prefix and xmlns and xml:space/xml:lang ?  They are not
defined in the 19980802 draft.

I understand that no name-conflictions occur if ExpANames for
them aren't defined.  But to define them is helpful for
implementation.
