[xml-names] uniqueness of attributes

Hi,

Should http://www.w3.org/TR/2006/PER-xml-names-20060614/#uniqAttrs not  
have "Namespace constraint" somewhere in it as well? After all, it's a  
violation of namespace well-formedness which is introduced in this  
document. It might also be good to rephrase "In XML documents ..., no tag  
may contain two attributes which:" to "In XML documents ..., a tag MUST  
NOT have two attributes which:" to make it more clear that this is in fact  
a normative requirement.
