Namespaces 1.0 and 1.1 - Definition of XML Namespace

The definition of an XML namespace indicates that it consists of element and 
attribute names.

Since W3C XML Schema already inserts datatypes in a namespace and XPath 2.0 
proposes to place functions and datatypes in an "XML namespace" it seems to me 
that the definition of an "XML namespace" needs to be modified to recognise 
such practices.
