Re: Deprecating relative URI references in Namespaces 1.1

The decision to deprecate relative namespace URIs was a very controversial
one, resolved only by a ballot of the W3C XML Plenary Interest Group, and
we have decided that stirring up this hornets' nest again would be a mistake.
