For the record, I am firmly of the opinion that the decryption
transform wrapping text should be moved to the encryption spec
as a non-normative implementation of decrypt-and-replace; that
is where it really belongs. It can then be easily referenced
by any companions to the XML encryption spec (e.g., gzipped,
encrypted XML).

This should not require recycling the XML encryption spec
because it is not changing the behaviour.
