The resulting document should reflect these changes and my acition items 
from the meeting (including change to #tripdes).

BTW: I've noticed that the SOAP spec is using the 'enc:' prefix for 
encoding? Should we shift to xenc so as to prevent confusion? (I know these 
are only prefixes, but they still have a big affect on human readibility.)
