The Cryptobytes is the latest version of their paper. In terms of a 
normative spec, from the bibliography you can see its part of ISO/IEC 
10118-3:1998, but I prefer not to cite things I can't read.

Regardless, I've added the link that they authors maintain in the spirit of 
Don's email on redundancy.
