NameKey

It looks to me like the intent of NameKey is to allow selection of an
appropriate key from a KeyRetrievalMethod URI, since that URI could support
multiple keys.

The phrase  "NameKey" is confusing since there is already a "KeyName".

Would "NamedKeySelection" or "KeyIndex" be clearer?

Is there another purpose to NameKey?
