XML 1.0 5th edition

You can't change the definition of an XML Name like that and still
call it XML 1.0. Or is this what one gets for relying on the
definition of a Name to be fixed and using it throughout various
applications, only to wake up and find that the definition has
changed. Do I then put notes in user documentation that it only
supports XML Names from XML 1.0 4th edition or earlier?

It's a good change, switching from a whitelist to a blacklist for
codepoints, but call it what it is guys, and bump the version number.
