HR-XML specs needed

Hello,

I hope I'm not completely off-topic here, but I couldn't find a better 
place for this question.
I'm looking for a detailled and authoritative spec for HR-XML, that 
human resources
exchange language 
(http://hr-xml.org/hr-xml/wms/hr-xml-1-org/index.php?language=2).
I've been browsing the web now for months, but haven't found a reliable 
source yet.
So if anyone is familar with HR-XML and has a comprehensive and secure 
resource
for me, please let me know.
