Prescriptive keywords in sec. 2.10 and 2.12

In the third paragraph of sec. 2.10 of the XML 1.0 spec., the word "should" 
needs to be capitalized: "... white space SHOULD be preserved ..."

In sect. 2.12. in the sentence starting with "When available, ...", the 
words "may" and "should" need to be capitalized.
