Dear XML Core Working Group,

raises an issue in the XML 1.1 Recommendation whether XML 1.1 processors
SHOULD or MUST be able to process XML 1.0 documents, I was unable to
find your response to this issue and the errata document for XML 1.1
does not mention this issue. Please point me to your response. Why has
this not been addressed in the errata?
