Does E26 obsolete E3 and E18 as well E4? If not, then the text present in E26 is incorrect because it does not reflect the changes specified by E3 and E18. Does E26 imply that any % in a system literal must be a part of a valid escape sequence and thus any % occuring as data in the URI represented by the literal must be present in the literal in escaped form? Does E26 also impy that # must occur in escaped form within a system literal?
