editorial clarification in clause 3.4 "Conditional Sections" of the XML specification

In clause 3.4 "Conditional Sections" of  the XML specification (http://www.w3.org/TR/2000/REC-xml-20001006#sec-condition-sect), I recommend changing
	If the keyword of the conditional section is a parameter-entity reference, the parameter entity must be replaced by its 	content before the processor decides whether to include or ignore the conditional section.
to 
	If the keyword of the conditional section is provided by a parameter-entity reference, the parameter-entity reference must 	be replaced by its content before the processor decides whether to include or ignore the conditional section.
Rationale: While the meaning of the present text is clear, the wording is not accurate.

          (1) The keyword is IGNORE or INCLUDE. The parameter-entity reference provides it.
          (2) The parameter-entity reference is replaced by its content, not the parameter entity.
