URI citation incorrectly listed as non-normative

This is clearly a normative reference:

Validity constraint: Notation Declared

The Name must match the declared name of a notation.

[Definition: The SystemLiteral is called the entity's system identifier.
It is a [E88]URI reference[E66] (as
defined in [IETF RFC 2396], updated by [IETF RFC 2732])
--        Extensible Markup Language (XML) 1.0 (Second Edition)

But the relevant citations aren't in the list
of normative references. :-{
