NOTATION attribute on EMPTY element allowed (error in XML 1.0 Rec)

SGML disallows a NOTATION attribute on an element type with an EMPTY content
model [1].

There is no constraint in the XML 1.0 Rec which also disallows this.  I
believe that is an error in the XML 1.0 Rec.
