production 24 of XML 1.0

hi eds,

in production 24 of XML 1.0 section 2.8[1], in the parenthetical part
allowing 
VersionNum to be quoted with either single or double quotes, shouldn't 
the quotes themselves be quoted, as in productions 9-12?

i.e, shouldn't it read as follows:

[24] VersionInfo ::= S 'version' Eq ("'" VersionNum "'" | '"'
VersionNum '"')

?
