SOAP/xml1.0 and SOAP/XOP media type registrations

Please find attached proposals for Internet-Drafts registering the 
application/soap+xml and application/soap_xop+xml media types, as per 
my action item.

The application/soap+xml registration has been updated to specify XML 
1.0 only.

The application/soap_xop+xml registration is based upon the 
application/soap+xml document, but has been modified to specify a XOP 
serialisation. Portions of that document (e.g., the reference to XOP, 
and XOP-specific security considerations) are incomplete.
