Optimization Mechanism description (was PASWA Feature Description)

Dear all,

Here is a new draft of the Optimization Mechanism (renamed from 
Inclusion Mechanism).
It includes the modifications suggested during last week (11/6/03) 
telcon, as well as Noah's and Mark's suggestions.

For better finding what's new in it, it has colored diffs and has an 
history log at the end.
