As per WSD's charter, WSDL 1.2 will support SOAP 1.2. However, 
the WSD WG has not yet decided whether it will support SOAP 1.1, 
and if it does, how. So, the SOAP 1.1 encoding may or may not be 
supported, depending on the WG's decision.
