MS SOAP 1.2 endpoint

Just as a heads-up, SOAP 1.2 interop work has started on soapbuilders.
Yesterday, the ASP.Net endpoint on [1] went up with a few tests - more
will come. Alex and John are contacts - please copy soapbuilders on
questions comments etc. regarding the endpoint.
