RE: Root Attribute Still in SOAP 1.2?

I notice that the Last call WD now exclusively uses the SOAP Encoding schema
at:
http://www.w3.org/2002/06/soap-encoding
for serialization of SOAP types (per
http://www.w3.org/TR/soap12-part2/#encschema, section B.2)  

The SOAP encoding schema, however has reintroduced the "root" attribute.  My
question is this: is this intentional or this an oversight?
