Looks good. Two minor comments:

  1. Is is necessary to restrict the Infoset serialization to XML
     only?

HMM>This was a restriction found in the HTTP Binding, but what about
attachments?  Good catch!

  2. What about adding the following references to section 7:
     SOAP part 1 and 2, RFC 2119, RFC 2396, XML 1.0, XML Infoset?

BTW, shouldn't we reference our Requirements document from part 1
and 2?
