issue: type of 'href' referenced data?

 Hi. When using the SOAP Encoding referencing mechanism, the
hrefs can point to external data. What is the type of the data?
Should it depend on the MIME type of the data? What if no MIME
type is available for this resource? (I don't remember anything
stating that data identified by a URI must have a MIME type.)
