I hope it will be written such that you can't claim "soap+encoding"
conformance if your encoding is wrong.  Something like "Implementations
MAY choose to support the SOAP encoding rules, as specified in section
xxx. If they do so, and claim conformance, then they MUST implement it
according to the text of that section."
