messages only as documents?

I'm curious if the soap specification requires that a SOAP message only 
be a document, as indicated by Section 4 of both the current release and 
the 1.2 working draft. Having requests contained within another infoset 
allows for both batching requests (an extension, of course) and using an 
XML-based delivery mechanism.
