BEEP references in XML Protocol Matrix [RFC 3080/3081]

Looking at the XML Protocol Matrix, I noticed your note about
broken links to BXXP (now called BEEP).  BEEP is now an IETF
Proposed Standard, published in RFC 3080/3081 (March 2001).

Correct URLs are:
