Outputs of this working group?

Hello, and apologies for the newbie question. I did read the charter,
but am still not exactly sure about this: which (if any) of the
following items is the XML Protocol working group planning to produce?

1) A protocol specification
2) Working code (a reference implementation, e.g.)
3) Development tools 
4) A compliance test suite
5) A certification service
6) Sample programs using XP
7) Documentation, tutorials, examples
8) Specification clarifications and errata
9) Other?

I am interested in building development tools for XML Protocol-based
software development, possibly using an Open-Source toolset such as
http://www.netbeans.org, and I am interested in locating and working
with other like-minded individuals.

Are such efforts already underway?
